If you go by the Constitution (I know, I know) the "President of the Senate" doesn't really have a lot to do beyond banging his gavel and calling for the debates when the members lodge their complaints. Then he gets to gavel it back in and announce that the challenged Electoral Votes were not rejected. Presumably, he would get to vote in the unlikely event there is a tie in the Senate votes. Other than that, he might as well be an automaton.
