WaPo: Biden push for new stimulus checks runs into roadblock from key Democratic senator

President-elect aims to move quickly on stimulus plan as economy sheds jobs, but already faces divisions within party

President-elect Joe Biden’s plans for a major new economic relief package boosting stimulus payments to $2,000 ran into possibly fatal opposition from his own party Friday as Sen. Joe Manchin III (D-W.Va.) said he would “absolutely not” support a new round of checks. Manchin, a moderate who will hold great sway in a Senate split 50-50 between Democrats and Republicans, made his views known even as the Biden team worked to develop a coronavirus relief package that would include new stimulus checks, extended unemployment benefits, and more.

Biden is also expected to push for additional funding for vaccine distribution, as well as money that will help states and cities, as part of his initial package, according to three people with knowledge of the matter, who spoke on the condition of anonymity ahead of a formal announcement. With economic conditions deteriorating, Biden wants to get a new relief package passed as quickly as possible after his Jan. 20 inauguration. Biden has made new stimulus checks a central promise, specifically telling Georgia voters that they would be getting $2,000 payments if Democrats won Senate elections in the state this week.

Democrats did win those races, clinching a majority in the Senate and unified control of Washington for the first time since the start of the Obama administration. Following the Georgia wins, incoming Senate Majority Leader Charles E. Schumer (D-N.Y.) also pledged that the $2,000 checks would be an early priority. But with such slim margins, Biden and Schumer may not be able to lose even a single Democratic vote if they attempt to move legislation under special Senate rules that allow bills to pass with a simple majority, instead of the 60 vote margin generally required.

Without united Democratic support Biden would need to attract Republican votes for his proposal. And while some Republicans have supported $2,000 stimulus payments, but there is scant GOP support for other elements of Biden’s emerging plan, such as extending unemployment benefits. That means Manchin’s opposition to new stimulus payments could kill Biden’s proposal altogether, or force him to reshape it dramatically. And it offers an early preview of the challenges Biden will face in governing over the next four years even with his party controlling both chambers of Congress.

He is also absolutely against ending the filibuster and SCOTUS (and even lower Federal court) expansion.

I said for ages (as soon as Hickenlooper announce he was running) that we needed at least a 53-47 majority in the Senate to overcome Manchin, Sinema, and Hickenlooper's potential blockage on a multiplicity of votes. I think I may have to amend that to 54-46 as Kelly of AZ is likely in that group now too.

Even higher majority needed to get rid of the filibuster, as at least 6, 7 or more Dem Senators now in are against ending it (atm at least, some are not going to change no matter what though). SCOTUS expansion is even harder, as they are 8, 9, maybe even 10 Dem Senators now in who are against it.

Manchin is going to know that he is the deciding vote on any thing that they want to pass. He'll be the defacto Majority leader for a couple of years.

Things he can't turn down and tie them in packages to other things. If he balks, he can offer the same deal to Maine or Alaska. This is how Congress used to run until Republicans shut it down to keep their own caucus from defecting.

Manchin's been a royal PITA for a long time now - and the article calls him a "moderate?" I think it would be more like a DINO.
And now he has more power than ever since he can be the single vote needed for something.
It is amazing that he'd be against the next check - his state (W.Va) would certainly be one that would benefit from such a bill.

This all reminds me of the "Blue Dogs" (more DINO's) that PRESIDENT OBAMA had to work with to get some of his programs passed early in his administration.

We REALLY do have more work to do to get some solid footing in both the House and Senate in 2022. That doesn't mean I'm not pleased with where we are - it's a good start!

Especially since Biden is planning on getting rid of PayGo for emergencies, I'm thinking Manchin has something in mind in return for his turn about. He always struck me as a kicki'n it old school type of politician.

Don't believe the first objection, see where it leads.

“How is the money that we invest now going to help us best to get jobs back and get people employed? And I can’t tell you that sending another check out is gonna do that to a person that’s already got a check,” Manchin added.

“You know, we have a difference of opinion,” Manchin said regarding Schumer’s promise to move quickly on the checks. “That’s the beauty of our whole caucus. We have a difference of opinion on that.”

accelerate the pace of vaccinations in this country, which is admittedly glacial, and shameful, at this point. I sure hope he plans to share those ideas with us soon!

People are suffering NOW. People need relief NOW. A $600 check just doesn't cut it for a significant number of our fellow citizens.

Both are important, both are priorities.

Given the numbers of Democratic Senators already on the record as opposing the end of the filibuster, we would need at 56-44 or maybe even a 57-43 or so majority to end the filibuster.

The Rethugs are going to try and destroy every level, from top to bottom, of the Biden presidency. They want to make the situation under him as worse as possible so they can ride a Red Wave in 2022 to take back both the House and the Senate. I am already think that IF they take the House back, they will instantly impeach Biden as soon as they can. we are quickly spiralling down the drain into an unsustainable level of hyper partisanship. I cannot see a Dem POTUS's SCOTUS nominee ever again even getting a vote in a Rethug-controlled Senate. They will block as long as it takes, even if it takes all 8 years or so.
