(11,661 posts)This was before 9/11. Im sure things tightened up after that. I went to DC several times as part of my job. We would give information about our programs to the congressional people, usually just aides, but occasionally the actual senator or representative. It was always in March and if the weather was bad, we would go from the House office building to the Senate office building (which are on opposite sides of the Capitol) via the tunnels connecting everything. We didnt need special badges to enter.
They were full of cables and conduits. Buildings from the 19th century needed to be retrofitted with electricity and fiber optics.
Voting by proxy was not allowed. The Senator or Representative had to be in their seat to vote. Alarms would sound in the office, alerting them to an imminent vote. They would head to the tunnels to get to the Capitol. The Senators had their own underground trolley so they didnt have as far to walk. My point is they arent secret. Schematics are probably on the net somewhere.
