I believe it's a closed platform, meaning that each person has to be invited to a chat. The conversations are not open to the internet.
It's encrypted and the encryption caused Russia to ban it. I'm not sure if they backed off.
There was an article some time ago (2017?) saying that Republicans congregated at Telegram and Democrats at Signal. Of course, the platforms are not in any way ideologically based.
