I’m guessing it’s a glitch. On the other hand, if Pence has decided to use the 25th amendment if he doesn’t resign, he might do it to avoid the shame of being forcibly removed.

The House vote on impeachment is scheduled for tomorrow and Republicans DO NOT want to have to go on record with their vote on that. They will be screwed no matter how they vote. They may believe or may be actually negotiating a deal so that Impeachment will be withdrawn if he resigns now.

Technically, he can still be impeached even if he resigns first, but there may be something behind the scenes going on just to get him the hell out of there.
