In messages posted on the website, “Clouseau" referred to Bronx District Attorney Darcel Clark as a “gap-tooth wildebeest,” ridiculed Public Advocate Jumaane Williams for having Tourette's syndrome, called former President Barack Obama a “Muslim savage” and Mayor Bill de Blasio’s son, Dante, a “brillohead.” All of them are Black.

Commissioner Dermot Shea called the postings “abhorrent” and “utterly disgusting." Kobel, the commanding officer of the Equal Employment Opportunity Division, could be fired after an internal investigation, Shea said.

Kobel said he was unfamiliar with 'Clouseau'
"Clouseau" posted to "Law Enforcement Rant," a public internet messaging board where police officers often vent their job grievances, between July 2019 and September 2020.

Kobel has told The New York Times that he did not post on the "Rant" and was unfamiliar with "Clouseau."

But investigators said they were able to identify him by matching information provided in the posts with publicly available personal information about Kobel.

Both "Clouseau" and Kobel joined the NYPD at the same time, held the rank of captain or higher in 2019 and were on the job in February 2020," the report said. The authors also wrote that the two had served in the NYPD Housing Bureau under the same former chief. And details that "Clouseau" shared -- such as when his parents died, where his in-laws live, where he proposed to his wife and how many parishioners of his church died in the 9/11 attacks -- corresponded to information about Kobel.

The downfall of Inspector Kobel, who oversaw the department’s Equal Employment Opportunity Division, began over the summer when an investigator with the City Council’s Oversight and Investigations Division stumbled across a series of disturbingly racist posts on the Rant, an infamous chat board.

Even by the Rant’s vitriolic standards, the messages, written by a poster who called himself “Clouseau,” were particularly vicious and racist.

By October, the council’s oversight division, led by then-Councilman Ritchie Torres, managed to identify “Clouseau” as Inspector Kobel. In a painstaking bit of online sleuthing, the investigators matched up hints that “Clouseau” had left online about his life with details about the inspector’s personal and professional biographies that were publicly available.

On July 1, 2019, for example, “Clouseau” left a message describing how he joined the Police Department on June 30, 1992, recalling it as an “unbelievably hot” night. Using city payroll records, the investigators determined that Inspector Kobel had joined the force on that same date.


Then last January, “Clouseau” wrote that he had once worked “in Housing” under “JJ,” whom he referred to with an obscene slur for women. According to Inspector Kobel’s LinkedIn page, he too served in the department’s Housing Bureau — from 2012 to 2014, at a time when it was run by a female chief, Joanne Jaffe.

Under his alias, Kobel called two female officers “gutter sluts” and “fucking animals,” according to the report. He also called a Palestinian-American lieutenant a “goat-fucking Palestinian scum bag.”

His comments targeted local and national officials, referring to President Barack Obama as a “Muslim savage,” Democratic Minnesota Rep. Ilhan Omar as a “filthy animal,” and Democratic California Sen. Nancy Pelosi as “too much Chardonnay drinkin’, loose denture wearin’, no class havin’ t-t,” according to the report.

Kobel called Eric Garner, a man who died in NYPD custody, “a morbidly obese, diabetes havin’, high blood pressure ignorin’, asthma havin’, chicken wing eatin’, grape soda drinkin’, loosie sellin’ fat bastard,” according to the report.

1) Kobel is so stupid he thought he could post all kinds of personal information about himself and not be noticed.

2) Stupid people like that don't really hide their racist views. They would be known around the precinct offices and among many co-workers.

3) Whoever promoted him to command the EEO Division would have known. They must be fired too.

4) That someone like that rose to such a position of power shows how much rot there is in the police force.
