The Governor directed the board to immediately allow oil refineries to make an early transition to winter-blend gasoline. Winter-blend gasoline typically isn't sold until after October 31.


So rather than deal with the shortage of the summer blend, they can start selling the winter blend (where there is apparently not much of a shortage) in order to alleviate the supply excuse and bring prices down.
