For example, Biden could stay in Delaware and take the oath there. Then he is President at Noon.

Trump is in control of the Executive branch until then. He could order the troops to leave D.C. for example.

But none of this is happening because it doesn't stop Biden becoming President at Noon.

The President shall be Commander in Chief of the Army and Navy of the United States, and of the Militia of the several States, when called into the actual Service of the United States.

The “militia” is now the National Guard, so the technical answer is yes. As a practical matter, if he messes with the Guard troops in a way that results in more, or worse, violence, his conviction in the Senate would be assured. As would criminal charges.
