They're convinced that at 4:20 he moves his hands in a way that represents Morse Code _ _._ for "Q". Since he normally uses his hands a lot when speaking, they think he kept them still during all the rest of the speech, even though he struggled with not moving them, just so the "Q" would clearly stand out!
