Could have obtained a permit, and who paid for it. Who would have paid for the liability insurance as well?

Of course they could not qualify for a permit so they just ignored it and stormed the Capital anyway.

All those anarchists who are arrested should be billed for the costs of repairing the damages they did, as they as the clean up, and significant monies given to all the people they killed and the cops who were injured trying to defend the Capital from that mob of seditionists.
