Running an organization that big with barely any managerial experience.
She was mostly a Capitol Hill aide for the majority of her career.
She's a lawyer.
No demonstrated expertise in finance, logistics, accounting, operations, organizational structure, or auditing. Just a political appointee that didn't belong there.
