2. Dc is federal. However states can charge participants if they violated state law.

And a mass pardon of individuals for a crime in which the president himself engaged would be a highly suspect abuse of the pardon power, one which solves little.

Still, I have a sneaking suspicion he may try it.

There’s nothing in it for him. He knows if he did that then he would look even more guilty and more likely that he gets criminally charged, IMO.

4. I think Trump will pardon them or just the main ones like the shaman guy just to piss people off

A pardon might keep them out of federal prison but life is essentially over. They'll be on the no-fly list and probably a no-hire list. Maybe their banks will toss them with their no-terrorist policies. They'll be social pariahs and may as well leave to Sudan or some other country but here.
