He doesn't resign after the events of the 6th, but yesterday, when we find out there is a massive vaccine shortage and Operation Warp Speed is a complete failure, he resigns "because actions and rhetoric have tarnished the administration's legacy".

Just in time to avoid the heat from his failed effort as head of HHS. And so he doesn't have to talk to the incoming Biden Administration.
