Realistically Pence or more realistically a bunch of nameless civil servants unless something actually requires the actual president.

He's on Airforce 1 with all the capabilities of being in the oval office.

The Pentagon has war gamed this out many times long prior to Trump. In the event an enemy tries to take advantage of the transition, it's all planned out.

Trump has a "nuclear football" with him till 11:59:59 and it's active till then. Biden's football because active at noon.

If he wishes, he could issue additional executive orders and pardons for the next 3 hours.
