15. If I read the Wikipedia article correctly, of the 9 board members

there are currently 4 Republican governors and 1 Democratic governor, as the second appears to have finished his term in December. If that's the case, Biden can appoint FOUR governors to bring the board back up to 9 and a 5 to 4 Democratic majority.
