I guess there's nothing behind that huge forehead, but bone and meat by-products.

The Constitution plainly states that the “President, Vice President and all civil Officers of the United States" can be subject to impeachment.

A former President is NOT a President, nor a civil officer of the United States.

He was Prez when impeached.

Now it is a matter of trial for conviction or not.
