McConnell says all 50 Democrats and Harris would need to stay in the chamber full time given demands for quorum calls from Rs.

(You need 51 senators, so every D + 1R who would object to lack of a quorum).

1. Democrats should shift the discussion to filibuster reform instead of elimination

Elimination would be awesome, but very tough to get with only 50 Democratic Senators and Manchin and Sinema.

Discussion should turn to reforms that would place the burden on the minority where it belongs. Norm Ornstein has one suggestion among many: require 41 votes to sustain a filibuster instead of requiring 60 votes to break it. This would require the minority to stick around and vote.
