was applying the parameters of the criminal statute against incitement to the impeachable offense of incitement. Donnie wasn't charged with a crime.

Repubs made the same mistake during the last impeachment, attempting to apply the parameters of the criminal statute of bribery to the impeachable offense of bribery. We didn't have any federal criminal statutes against bribery until like a century and a half after the framers of the constitution gave bribery as an example of an impeachable offense.
