I don't know. It always expires when less than half of the members have bothered to vote, so I have to wonder what purpose it actually serves.

(and other than their normal slow-ass voting habit when it comes to voting within the usual 15-minute time frame) the votes go much longer to accommodate that everyone can't be on the floor at the same time and to handle the proxy voting (that you'll hear happening during the vote - "designated" members voting on behalf of colleagues, after which they hand the clerk the voting slip from that absent member).

when they had no choice and were sometimes even required to be "5 minute votes" (as part of the Rules for those particular votes).

(been watching them since I finally got cable in 1989)

The Covid rules basically eliminated the old 15 minute timer, but the software wasn't updated on the TV equipment.
