"Not everybody wants to vote, and if somebody is uninterested in voting, that probably means that they're totally uninformed on the issues," Kavanagh said. "Quantity is important, but we have to look at the quality of votes, as well."

He seems to have a fundamental misunderstanding. Democrats aren't forcing people who don't want to vote, to vote. They're simply giving people the opportunity to vote if they so choose. But of course he doesn't mean that anyway. What he means is POC.

... are "totally uninformed on the issues" (thanks to Rush, FOX, etc.) yet they vote anyway.
