The bookings for appointments are pretty full.

I think it speaks to poor distribution. I became eligible on Monday so I started looking for an appointment in earnest. the first think I noticed was that North Florida had appointments available but South Florida had not a single one for a hundred miles. that tells me they are sending too many to the north and not enough to the south. Chalk it up to politics, racism or incompetence but it is just an obsevation.

Which leads to the secondary effect. It makes sense to open up new categories of eligibility based on your least busy outlet. That will keep even the least busy outlet fully functioning and keep the throughput up.

they probably saw a few north florida outlets that had too much availability and pulled the trigger. So it is a least common denominator issue. If you waited for all of the outlets to get slack, the least busy would be completely dead.
