What are millions of "unbanked" Social Security recipients to do with a paper stimulus check?

Because of how the SSA (under Trump appointee Saul) has mishandled the IRS request for SSA recipient's info, millions of disabled Americans will, eventually, be receiving a paper check, rather than a direct deposit onto the debit card (Direct Express, administered by Comerica bank) that is the usual conduit for funds.

So many disabled folks use these debit cards instead of maintaining a traditional banking account.

When they are issued a paper check, what are they supposed to do with it? Pay a bank a fee to cash it? Then store the cash under a mattress?

If they have to pay someone, then I detect a financial motive for this "screw up" in the first place!

they can't get a direct deposit either. So I guess that just leaves the debit card? I know many don't like those either. It would be great if people could choose the method of payment they prefer.

People who use Direct Express (the debit cards) for their benefits will get the stimulus on that card.

Anyone who still gets paper checks for their other benefits presumably has the ability to work with paper checks.

I haven't received the most most recent stimulus check yet but the IRS site says that it will be deposited into my bank account.

seems there are a lot of folk without bank accounts? not sure but it sounds like their benefit is usually sent straight to a debit card? I surely do not know.

And I'm totally unfamiliar with SS recipients only having a debit. If I remember correctly, I had to have a bank account in order to receive my monthly SSDI benefit.

Upon further reading, I think OP is talking about SSI recipients who get their benefits added to their debit card.

if they have a debit card connected to a bank, why would it be hard to cash a paper check.....unless it's just a pain in the butt which is a valid complaint

Back when I first got on SSDI, I had such a card (a big whopping $16 a month!) and it would be reloaded once a month by the state. it wasn't connected to any bank and to fin out the balance, I called the number on the back of the card, entered my card number when prompted and I was told my available balance.

all government issued checks were cashed without accounts.

Many employers also have local bank accounts. The banks that hold those accounts cash their paychecks no matter what bank the paycheck is drawn from.

A lot of people pay utility bills with money orders bought at the Post Office or at supermarkets.

Under Donnie Jackoff tRUMP, the first stimulus was on a paper check. Then the 2nd stimulus was on a debit card.

But this latest one under Democratic Rule was direct deposited just like my Social Security payments. Funny how government starts working when Republicans/Frauds that make it fail are kicked out of control of it.

I then take it BoA where I have an account. I was not sure if the teller would accept it so I just deposited it using their ATM. No problem. I then give my daughter money as she needs it.

I used to work for a company that had about 90%+ African American employees (where I worked as a temp for 6 months until being hired by them), and I learned that they paid their employees with debit cards! There were crazy fees for just about everything! Basically robbery!

I asked the woman in HR if I could please just get paid by direct deposit, and she replied that many of the employees couldn't even get a bank account of any kind! So it was "easier" to pay everyone with the debit cards instead. Then I found another job within a couple weeks.

So now I know... several people can't even get a basic bank account.

The IRS is mailing paper stimulus checks when the agency can’t make an electronic deposit. An FDIC survey in 2017 estimated that 25% of U.S. households are “unbanked” or “underbanked.”
