To get people to ask so they can say how much they love the Secret Service? To try to fool the Secret Service into believing they really give a good goddamn about them? Beats me.

The dot on Romney’s oversize American flag pin is the Secret Service star logo imposed over the stripes, a custom version created for agents and fans. The pin — for decorative purposes only, not security clearance — was a gift to Romney from his protective detail, but it’s also sold at the Secret Service store in Washington and traded by staffers, just like Olympic pins.

I found several unconfirmed reports about this being a Secret Service Star lapel pin that Ryan, Romney, and possibly even President Obama have worn this pin(couldn't find any pictures of the President with the pin though). Here's a couple of links.
