There are a million criteria that could be used to rank the states by. Either those criteria are not revealed here, or these rankings are so broad and vague that they are essentially meaningless.
Also, I'm not sure which states were being compared to which other states. "The best of two states ... in a series of head-to-head matchups" sounds awfully complicated to me, because that would involve such a large number of possibilities. Does that mean that each respondent was asked, "Would you rather live in Hawaii or D.C.?" and then "...Hawaii or Alabama?" and then "...Hawaii or Mississippi?" and so on through all 50 state pairings in which Hawaii was one of the states. That would be 50 questions. Then start asking the same question of Colorado with each of the 50 other states, and so on. That would be 50 times 50 or 2,500 questions for each respondent. Who would have the time or patience to sit for a questionnaire like that?
What I'm saying is, these rankings make no sense.
