Make drivers pre-pay for hospital treatment for when they get in a car accident.
Make smokers, of any type, pre-pay for oxygen and lung treatment.
All awesome ideas of course. /s

Everyone for years, from both parties, has been saying someone medical treatment is between them and their doctor.
Besides, my vaccination card just has "Pfizer" and a few dates on it, written in ink. Not even a signature of the nurse that gave it to me. The idea that we'll be using that as a form of ID or proof that someone can do something is laughable.
