Progress: When Might A Majority Of People In Your State Be Fully Vaccinated? (See 3rd Chart)

I posted a link to this chart just about 12 days ago and since then the day we are expected to hit 70% of Americans fully vaccinated has moved forward by 26 days and hit 85% has moved forward by 33 Days. For reference 70%-85% is the percentage at which the FDC expects we might begin the see evidence of herd immunity. You can check the progress for each separate state too. Grand Slam performance by the administration.

I might understand Puerto Rico being near the bottom due to the fact that they are still in disarray from the hurricane, but DC stands out as an anomaly.
I wonder what's going on there?

3. Also, The First State projected to Hit 70% is Maine but Aren't They Having a Significant Uptick?

if Maine was projected to hit the beginning of herd immunity at 70% on June 1 just 45 days from today-shouldn't their numbers be declining?
