They seem to have originated in Japan, where people love cats but can't always have them in small apartments. So cat cafes are a place where people who can't have cats of their own can hang out with them. In US cities they popped up as a combination of coffee shop and cat rescue outlet. You can have a cup of coffee, pet the cats and maybe adopt one. Evidently Tucker regards cat cafes as an example of privileged urban snobbery, which they are certainly not.

Fascists like Carlson, believe that there was some perfect time when society was perfect, but that liberalism (openness and acceptance of new ideas) create a degeneracy and rot within society. The "elites" which Carlson and his ilk typically assign to academics, celebrities, and other creative types, have created or at least assisted this degeneracy by making popular these liberal concepts of openness and challenges to "traditional" ways of being.

It is all, ultimately bullshit because there was no "perfect" past, there was no time when Rome, Britain, or America were at their apex. The only thing that is constant in human society is change. We adapt to new information as we move through time. We attempt to correct situations that create poverty, disease, and other maladies for society, but we are not trying to "perfect" anything we are just trying to make life better for everyone.

Carlson decries that effort because it does not comport to his belief that Whites are inherently better than anyone else.
