The bill defines "governmental entity" and states that "A person who violates this act may be ordered to pay a civil fine of not more than $1,000.00 for each violation." The violation falls on the person, not the govt. entity as the bill is written. It's a deeply flawed bill...

The greatest national security threat is internal. The greatest national security threat is the GOP.

What happened to personal liberty? It is my right to get vaccinated if I want to. In effect, the GOP is penalizing people for taking
care of their health.

State Representative Beau LeFave is working on a bill that would ban vaccine passports, which don’t currently exist. According to the bill, if a business asks to see one they will be fined $1000 to be paid to the “victim.”

Governor Whitmer needs to add some more ink to her veto stamp.

I found the wrong bill proposal (further down this thread).

I dislike that bill too, but it's again not quite as insane as trying to punish people for possessing a CDC vaccine card.

But with these clods, who knows? (Hey, I'm TRYING to give them the benefit of the doubt here. Bipartisan interpretation -- just like Senator Manchin would want.)

ETA: In reading further, no, that's not what they're trying to accomplish. Actually, I don't know what the hell they're trying to accomplish.

It seems to be a proposal to punish people who help distribute vaccine passports.

I dislike that bill idea too, but it's not quite as insane.

A bill to prohibit producing, issuing, or providing an incentive for COVID-19 vaccination passports; to provide for the powers and duties of certain state and local governmental officers and entities; and to prescribe civil sanctions.

Sec. 1. This act shall be known and may be cited as the "COVID-19 vaccination privacy act".
Sec. 3. As used in this act:
(a) "COVID-19" means severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2).
(b) "COVID-19 vaccination passport" means written or electronic documentation for the purposes of certifying that an individual has received a vaccination for or is immunized against COVID-19.
(c) "Governmental entity" means this state, an agency of this state, a department of this state, or a political subdivision of this state.
Sec. 5. Except as otherwise authorized or required by a law of the United States or this state, a governmental entity shall not do any of the following:
(a) Produce or issue, or enter into a contract with a person to produce or issue, a COVID-19 vaccination passport.
(b) Provide an incentive to a person if the person requires or uses a COVID-19 vaccination passport.
Sec. 7. A person who violates this act may be ordered to pay a civil fine of not more than $1,000.00 for each violation. A violation of this act may be prosecuted by the prosecutor of the county in which the violation occurred, or by the attorney general.

It looks like a bill that does essentially nothing, since it restricts "governmental entitles" from issuing so-called "passports". Oh yeah, and the "entity" can't give you a cookie as a reward.

Sec. 5. Except as otherwise authorized or required by a law of the United States or this state, a governmental entity shall not do any of the following:
(a) Produce or issue, or enter into a contract with a person to produce or issue, a COVID-19 vaccination passport.
(b) Provide an incentive to a person if the person requires or uses a COVID-19 vaccination passport.


And that's the meat of it. Big deal.
