Heard a report on NPR about this just a few weeks ago. These hackers tend to ask for amounts of money that arent a stretch. Cities and companies often just figure its better to pay and get it over with. $5M for the pipeline owners isnt that much.

We had a 36 hour "outage" from our servers a while back. Then poof, we were back up. No explanation, no updates etc. Very weird.
Losing access to our servers was a huge deal for my company. I'm sure it cost them more than the ransom that was asked.
