Mailed? He must have a sense of humor. Even as a retiree, he participates in military ceremonies.

Graduations at Ranger School, promotions, military classroom trainer, he "gets" the pomp. Nobody gets a Medal of Honor without a ceremony, not even if it's posthumous.
Edited to remove a wisecrack about mail and DeJoy, already addressed in previous posts.
