Schumer just can’t boot Manchin off of committees or strip him of a chairmanship by fiat, the whole Senate would need to pass a new organizing resolution. This is normally a perfunctory task, but Republicans could deny cloture to the new resolution, and Manchin has no incentive to be an instrument in his own punishment.

Further, if Democrats really tried to move forward, Manchin could simply flip to the Republicans, where McConnell would surely promise him that chairmanship or whatever else he wanted.

Democrats have no leverage, we simply need to live with Manchin and convince him where we can, but ultimately we just need a bigger majority.

After Schumer threatened to take away his committee assignments and sideline him. So don't pretend Schumer and the rest of the Democratic leadership has no leverage.

Not sure if you are disputing anything I said regarding process?

Franken did not hold the balance of power in the Senate.

Schumer has no leverage over Manchin because he has the power to end the Democratic majority at a whim. And as I explained, Schumer literally cannot strip Manchin of his committees without the consent of Republicans, and Manchin himself.

All of the leverage here is Manchin's

If Schumer threatens to remove his committee assignments, McConnell will happily give them right back (while removing every Democratic committee chairman assignment).

He didn't have any rational defense for his position, for the utility of the filibuster, anything. He was vague and inchoate.

It boils down to 1 thing he won't say out loud: Dems need the Filibuster for when the GOP gets the Senate back. They're operating from fear.
