The US imports gasoline from European refineries to New York, which is why gas wasn't as scarce there during the Colonial Pipeline outage.

Here is why, Shell very recently sold its Deer Park TX refinery to PEMEX the Mexican national oil company. So those emissions come off of their book. But the emissions still exist and may actually get worse, due to differing Environmental criteria between the 2 companies. The sale to Pemex probably does not make a huge difference to their numbers, but it may as that refinery is OLD and make some nasty stuff. It is an example of how companies attempt to comply with the minimum possible effort.
