pardon me but what the hell is going on in the senate with this all night debate?

why?
could some explain this to me?
"science & technology research" -- every time i turn it on i see republicans talking.
what bill are they talking about & why are they having this pajama party at 2am eastern?

Two possibilities mentioned. The Republicans want to hide their votes.
They’re stalling because they don’t have the votes to prevent cloture.

It’s kind of a talking filibuster...
