Let's say the top two get 28% and then 25%. Will it go to a runoff, or does the person with 28% go on to win the Democratic nomination?

They count all the first preferences, if one person has 50% + 1, they win, if not, the candidate who received the lowest number of first preference votes is removed, their votes are reallocated to their second choices, and totals of first preference votes is adjusted. Again, if one has 50% + 1, they win, of not repeat.

Hire a bunch of temps and this shouldn't take more than a couple of days to get a result. About 700k people voted in NY in 2013 the last strongly contested primary. I would think the first count could be by machine since it is the same count they always do. After that, the rest by hand. This really isn't all that hard.
