documents for 22 months after the election. "Maintaining and preserving" requires maintaining a "chain of custody", which means, in plain terms, being able to document where the ballots were AT ALL TIMES and in whose custody and control they were AT ALL TIMES.
Not only have the election officials in Arizona failed to maintain a chain of custody, they have apparently allowed some ballots to be taken to a "secret" location in Montana.
I have just one question: when do these clowns get arrested and prosecuted?

Further question: is there not some duty to select only COMPETENT custodians" or is the totally inexperienced and politically biased "Cyber Ninja" fine and dandy? Could their selection as "custodian" be, in itself, a failure to "maintain and preserve"?

Some of those directly involved in this shit show should be sued for the price of the machines that must be replaced. Would a Maricopa taxpayer have standing?
