The vote was 89-9. For brevity, here are the NAY votes, all others voted Yea (Booker and Peters did not vote).
By the way, both Manchin and Sinema voted Yea.

Beaudreau is an Environmental Attorney
Tommy Beaudreau is a partner in the Environment, Land & Resources Department of Latham & Watkins in Washington, D.C.
Mr. Beaudreau joined the Obama Administration in June 2010 to assist in leading the Department of the Interiors reforms following the Gulf of Mexico oil spill. During his six-and-a-half years at the Interior Department, Mr. Beaudreau had broad responsibility for overseeing conventional and renewable energy policy and programs on public lands and offshore.
He served in several high-level leadership positions, including as the first Director of the Bureau of Ocean Energy Management (2011-2014), as Acting Assistant Secretary for Land and Minerals Management (2013-2014), and as Interior Secretary Sally Jewells Chief of Staff from 2014 to January 2017.
