Building codes tend to be more local, and to the extent there are state codes, those are worked on by legislatures.

Doubtful that anyone will be accurately pinning this as DeSantis' fault, not even tangentially ... unless he made some executive order causing fewer building inspections or a reduction in code enforcement or the like.
