It looks like what they need is a moratorium on fishing for a few years. Hungry fish hatchlings do a number on larval mosquitoes in still fresh water lakes, which is where the worst cloud is arising.

9. When I was a kid my dad drove to Alaska along the Alcan and brought back pics like that from there.

He told me the mosquitos would freeze in the ice and rise up when it melted in the Spring.
