Last night Lawrence O'Donnell explained Biden's strategy, and it has to do with timing

The message Biden sent was that he was for changing the filibuster rules. He indicated this by giving the example of changing the rule of holding the floor throughout the entire process. That was a clear message that he is for rule changes, with a clear implication that to allow a rule change such as exempting certain things from the filibuster. Putting that in the same context by saying changes in state laws that allow state legislatures to overturn the results of an election, which he considered a major threat to our democracy, was the filibuster exemption message he was sending

He also made it clear things had to be done in a certain order in order for it to be realistically achieved, which is why he is putting on passing the bipartisan infrastructure bill first, followed by the reconciliation of the Democratic infrastructure bill, and then going after the filibuster and HR1/SR1

If the bipartisan bill passes the Senate, Pelosi will hold onto it until the reconciliation plan is passed by the Senate, and then the House would pass both reconciliation bills

Then Schumer will go after the filibuster rules.

If they are able to pull this off, Biden and his team deserve a tremendous amount of credit for this brilliant strategy

and was slapped down by Harry Reid, who sided with his buddy Mitch McConnell, who promised that if they kept the filibuster the way it was, he would only use it sparingly, for extreme situations.. Harry didn't realize that Mitch defined extreme situations as Democrats trying to get shit done.

Not that that's anything new. We the people should have done even better last November, but at least this time we gave our very knowledgeable people on the front lines the power for a fighting chance.
