The shot of the water coming down stairs looks familiar from more flooding a few weeks ago.
The still picture that "WildWeatherUS" has used to act as the one seen before you click 'play' is not from the UK. The plate on the car on the left is not British (British rear plates are yellow, not white) and the white car facing us looks like left hand drive, judging by the wipers and the windscreen stickers. It would also not be right for a licensed London taxi. The floods in the news are not as severe as shown in the still photo - see eg https://www.bbc.co.uk/news/uk-57965298 (which does show the same opening shot in a Tube station).
