One of the articles cited by Elder claimed the Violence Against Women Act, which was signed into law in 1994, was passed with the goal of "redistributing power from the ruling class (men) to the oppressed class (women)." Another asked, "Why does our culture refuse to hold women as well as men accountable for their participation in domestic violence?"
