(12,485 posts)Those are called Storm Gates.
Every summer they're opened up for the monsoon season.
You can accurately call the wall a boondoggle, a monument to bigotry, a waste of money, a grift or just plain worthless...
But it does no good to be inaccurate. Storm Gates were engineered into the design. There was actually another post with a Tweet calling the wall section "destroyed" by flooding...
Here's another less "clickbaity" photo

(15,024 posts)Whereas the gates just a bit further back appear to be on their hinges and closed. So the fence does not seem to be in it's original operational state.

They will be back with hand crews to shovel out the debris and replace the gates on their hinges.

Senior U.S. District Judge Cindy Jorgenson ruled on Monday that DHS and its agency Customs and Border Protection violated the National Environmental Policy Act (NEPA) in a partial victory for the Center for Biological Diversity and U.S. Representative Raul Grijalva, an Arizona Democrat, who had sued. The judge, however, declined the plaintiffs' request for an order to produce a more comprehensive environmental analysis now, reasoning that the activities had not produced "demonstrated adverse environmental impacts."
The ruling of the lawsuit that was filed under President Donald Trump comes after his successor put an end to his signature border wall project.
