The Republicans have known, for a long time, that they cannot win based on the popularity of their policies. They have no policies that make the life of the average citizen better.

This is why they are so frantically working on those laws by which state legislatures can overturn the results of elections. Is Neal saying that 1600 Democrats die every 10 days? If the vaccine is as effective as we think then why are any statistically significant number of Democrats dying of Covid at all? Also, the death rate isn't sufficient to change the balance of power in the country. Some on our side of the divide were theorizing (if not hoping) that enough un-vaxxed, mostly R deaths would shrink the conservative base enough to enable real democracy to start working again.

It's morally problematic to tolerate or expect death upon a whole class of people so your side will gain a policy edge. But I'm so afraid for America's future, that I'm tacitly on board.
