Recall ballot resolution

I replied in an OP about how I mailed my recall ballot in on Aug. 17th and I kept checking ballottrax and called the County Registrar several times because it still had not shown as received (most people would see updates the next day or up to about 4 days).
I kept getting a different answer so I emailed them as well. I still wasn't getting my answer but in the end they came through.
They have sent out another ballot (which I hope arrives in time) if not, I'll go in person. They will only count one of my two ballots if they do receive the original one.

PHEW!

One agent at the County registrar said go in person and fill out a provisional ballot.
The other agent said that would be illegal and that I couldn't vote twice and to keep checking.
The agent on the email kept replying as though I never received my ballot after detailing that I mailed it in, it was picked up by the mail courier, etc.

I pestered them enough to probably get them to go to a higher up who knew the answer.

also returned their ballot on the 17th and it too seemed to be lost. I emailed her about the resolution.

online about this anywhere (no matter how many ways I posed the question).

I wonder why that is? It isn't in any FAQ's. Maybe people just drop it
