Also, the committee is made up of four Dems, four Repugs, and four Independents, none of whom can have a career in politics or lobbying. So the Independents probably balance it out.

Lauren Boebert was not "moved to a solidly Democratic district," there's a proposal to redraw a solidly Democratic district so that it includes Lauren Boebert's home, her current house, her residential address, that's all. She can choose to continue living there & run in the "new" district where her house would be located (if the redistricting proposal is adopted) or run in her old district. She doesn't have to live in a district to run in it.
