Require third-party verification that a rape took place, which is virtually impossible. No third-party proof, no rape and thus lower rape statistics. Or just hide a few hear and there, no problem. The big cities will need to hold Abbott’s feet to the fire with their own public reporting so the public can see how much Abbott is fudging the numbers. My guess is that in right-wing rural areas, rape will cease to exist as law enforcement follows Abbott’s suggestion that rape can be eliminated—by simply not reporting it.

A rapist is not a rapist until he commits rape. You cannot eliminate a rape that has not yet been committed, and once it has been committed, you cannot eliminate or erase it. You cannot eliminate a "rapist" who has not yet committed rape. Therefore, what Abbott is proposing is impossible and, on its face, stupid.
