I covered how pernicious this hand waving nonsense many times in many places, most recently here: The number of elements in the periodic table in car types: ICV, hybrid and plug in hybrid.
I've been hearing these x% "by year yyyy" statements my entire adult life and I'm not young. I recall that it started with "by 1990." When I was young, I believed this lie, but I looked into it in considerable detail, and having done so, recognized it for what it is, lipstick on the dangerous fossil fuel pig.
The solar electric car fantasy (or hydrogen car fantasy) has not worked, is not working, and won't work. We hit 420 ppm of the dangerous fossil fuel waste carbon dioxide in the planetary atmosphere this spring, less than 10 years after we first hit 400 ppm.
It would seem to me that rather than repeat glib mantras that don't work, we get serious.
The mining connected with the picture in the OP makes it clear to me that the use of land in the picture is not better than cows.
There is, by the way, no such thing as a "green car." The car CULTure is not sustainable in any form.
