There will be the ones that claim bogus exemptions to get around mandates. Ok fine, but they must produce 2 a day negative tests from a verified source to come to work. Testing is not perfect but it is a way to put a ton of burden on them.

Let them run up their bills and subject themselves to the testing, soon enough they will get vaccinated instead.
