It's more like an annuity. You get it because you've been paying into the fund for a period of time, and it can't be taken away from you for any reason. That's a truly horrible idea.

so if you have worked, then you have paid for Medicare.
The federal government pays 62% of the Medicaid program cost. However, the federal government through the general administration budget. A specific tax on workers to fund the program does not exist.
