Castro points out that only 26% of senior national security positions are currently filled, compared with 56% in the Bush administration at the beginning of September, 2001. He goes through a list of State Department positions currently vetted and recommended by the Senate Foreign Relations Committee to point out how important they are and how silly it is that they have not been confirmed. How is it that one Senator is allowed to put an indefinite hold on the vote, threatening national security in the process?
